• Course: Petroleum Supply Specialist (77F10) 

• Issue: The POI does not meet The Army's training 
needs. 


• Discussion: Less than 10% of the force requires this 
additional equipment training. This is a POI issue 
not an equipment issue. 

• Position (Single RC): 

- Revise POI to omit pipeline tasks for basic MOS and make 
it a unit task or ASI. 

- Set up additional POL training sites if pipeline tasks must 
be trained. 

- Design and implement simulation training. 

- Conduct as part of post mobilization training.

• Issue: ARNG and USAR only. 

• Discussion: Problem with availability of 
qualified instructors at school. 

• Position (Single RC): 

- Merge training into another MOS or make an 
ASI. 

- Use contract instructors. 

- Train soldiers in another MOS, and then reclass. 

- DAMO-FD look at force structure requirements.

SMDR Issues

• Course 031-54B10-40 

• Issue: With the implementation of ADRS, the current allocation of CDTF training days will 
adversely affect the RCs ability to achieve MOSQ in the out years. 

• Discussion: 

- CDTF ability to meet training requirement is not an issue, but distribution of days 
for the RC is an issue. 

- Estimated cost is $1M to add one training day to accommodate RC soldiers on the 
weekend. 

- USARC/ARNG does not want a different standard for the RC soldiers, but they are 
challenging the validity of CDTF training for BNCOC/ANCOC. 

- There is a 24 hour incubation period after a soldier has been exposed to a live 
agent in the CDTF. 

- The USAR and ARNG are allocated 2 days per Annual Training (AT) period and an additional day, 
when requested. The number of CM operations specialists has increased each training year 
creating an enormous demand to train these soldiers. Presently the Total Army School System 
(TASS) Chemical Battalion's have been able to meet these demands for training its soldiers. 

• Position (Single RC): 

- Make the CDTF available during IDT Redistribute training days across the 
training year to allow units to schedule training during IDT

• Course: B/ANCOC Ph-1 (Common Core) 

• Issue: AC Requirements 

• Discussion: AC requirements must be loaded into 
TACITs on the RC schedule (ie: prior to RTCC). After 
the fact eliminates all workload done by regions.. 

• Recommendation: PERSCOM must load in 
requirements on the same schedule as RC QSM 

• ESS Recommendation: PERSCOM will post 

numbers for for A/BNCOC. There will only be a 
single year lapse as following years will be added via 
TACITs based on this initial input.
